Arthur grew up in his hometown and went to Ashbury College, and then enrolled at McMaster University from which he graduated with a Bachelor of Arts degree. Following his graduation, Arthur moved to Toronto in order to pursue a career in music, initially as a drummer. He found a spot in the Wells-Davidson Band as a drummer, but after meeting with Dennis Ruffo in Ottawa, who served as band’s promoter, Arthur’s ambitions changed, and his career took another course. Little by little, he started building a name for himself as a promoter; in 1981 he became a part of the Concert Productions International (CPI), which was focused on promoting tours and artists mostly in Toronto, but also all over Canada.
