Haley attended William Campbell high school, and upon matriculating, he enrolled in James Madison University where he became a starter for the James Madison Dukes team, winning All-American selection twice.
In 1986 he was selected in the fourth round of the NFL Draft by the San Francisco 49ers. Beginning his career as a left outside linebacker, Haley led the 49ers in sacks during his six seasons with the team, with 12 sacks in his rookie season and 16 sacks in 1990. He eventually became the team’s pass rusher. During his rookie season, Pro-Football Weekly and United Press International voted him All-Rookie. In 1990 he was awarded UPI NFC Defensive Player of the Year. The same year he was selected for the All-Pro game.
