Emmert is a businessman from Clackamas, Oregon, born in 1944, and is best known to the world for bringing an American Football franchise to Portland, as he was the owner of the Portland Thunder that was part of the Arena Football League from 2013 to 2015, and was also the owner of the Portland Chinooks, a basketball team that competed in the International Basketball League from 2004 to 2014. The league created a new franchise, the Portland Steel, which soon folded.
